“The SiNCP project aims at establishing a cross-border exchange of ePrescriptions and patient summaries with other EU Member States. This project will provide 2 million Slovenian citizens with better healthcare in the EU as well as for citizens of other EU countries in Slovenia. The project is also important to meet the commitments under the European Health Data Space Regulation.”

Project Description

The SiNCP project aims to establish and manage the National Contact Point for eHealth (NCPeH). The tasks of this contact point include the cross-border exchange of medical documents, i.e. currently patient summaries (PPoP) and e-prescriptions. In the future, it is possible to extend the exchange to other medical documentation. Through established protocols and appropriate IT solutions, the national contact point will facilitate the cross-border exchange of PPOPs and e-prescriptions in EU Member States, thus contributing to a better quality of health treatment of Slovenian citizens abroad and foreigners in Slovenia.

Added Value

The upcoming Regulation on the European Health Data Space (EHDS) identifies cross-border exchange of health data as one of the cornerstones of modern patient healthcare in the European space. Slovenia also recognised the potential of establishing such an exchange before the EHDS Regulation announced the mandatory implementation of cross-border exchange for all EU Member States.

The project will clarify and define the legal aspect of the international exchange of clinical documents and medical documentation. The technical infrastructure for cross-border exchange and the organisational structure of the National Contact Point for eHealth will be developed to oversee the international exchange.

Expected Results and Materials

The key outcome of the project will be the exchange of documents with other EU countries. The aim is to start the transmission of patient summaries and e-prescriptions. After the successful implementation of these transfers, we will work on extending cross-border exchange services with other documents.
