Development of Quality and Utility Labels for Health Data for the Common European Health Data Space
QUANTUM is a European project with the main goal of establishing a common European system for labeling the quality and utility of health data for scientific and healthcare innovation. This labeling system will enable researchers, policymakers, and healthcare professionals to identify high-quality data for research and decision-making.
Background and purpose of the project
The Quantum project addresses the challenges posed by Article 78 of the European Health Data Space Regulation, which mandates Member States to implement a Union label for the quality and utility of data. In its first phase, the project will develop a definition of the quality and utility of health data sets and later create and test tools that will at least partially automate the labeling of various health data sets. The results of this project will be used to draft an EU implementing regulation that will precisely define the obligations of countries regarding the implementation of Article 78.
Project objectives
The goal of the QUANTUM project is to develop and implement a mechanism for labeling data quality and maturity, which is intended to be adopted by all countries in the future as part of implementing the EHDS regulation requirements.
Phases of the project (Work Packages)
Work will be conducted through six Work Packages (WPs):
WP1 – This work package will define the dimensions of data quality and utility and develop the maturity label.
WP2 – A small-scale testing tool will be developed here, allowing participating data holders to provide standardized information about the quality and usability of their data. Data access bodies and data users will also be involved to test the applicability of the quality and utility labels.
WP3 – This package includes medium-scale pilot testing aimed at assessing the data labeling processes.
WP4 – This package is dedicated to capacity building across countries, identifying educational and training needs among stakeholders, and collecting good practices from different countries.
WP5 – The main task of this work package is dissemination and outreach. It will focus on website use, the establishment of a consultation forum, and cooperation with related projects.
WP6 – This package focuses on project coordination, evaluation, and management.
Added value
HealthData@EU is paving the way for the data-driven transformation of EU health systems, building trust among researchers, decision-makers, and the general public, and ultimately improving the health and well-being of Europeans. QUANTUM will contribute to HealthData@EU through a labeling mechanism that enables access to high-quality and relevant data, thereby positively impacting the healthcare system, public health, the broader population, and the research community.

Project partners: 35 organizations from the following countries: Belgium, France, Italy, Austria, Spain, Netherlands, Croatia, Finland, Germany, Ireland, Norway, Portugal, Slovenia, and Greece.
