Project Description:

The PATHED project is composed of 19 partners in 11 Member States of which 6 will deploy and use in production the elements of the mobile app toolkit developed for patient access to their health data. The partners have expertise in cross-border exchange of Patient Summary and ePrescription and several skills acquired by development and production of MyHealth@EU elements and in different previous eHealth projects or partnership networks.
The PATHED project will develop, test and use in production a first version of a patient access mobile app toolkit together with the improved data sharing capabilities of the European Union and the deploying Member States. The project will be able to test a mobile app reference implementation for patient access to their translated patient summary in some specific use cases, deploy the tools most appropriate for the national eHealth infrastructures and provide the first evaluation on the extended MyHealth@EU infrastructure in production.
Based on this first application, the PATHED project will provide complete evaluation of the infrastructure developed and provide recommendations to the European Commission on further patient access and mobile app solutions and development of a patient-centred ecosystem which enables extensive unhindered access to individual health data of own choice.

Phases of the project and their implementation:

The work will take place in 6 work packages (WP):

DP 1- Takes care of the overall project management with a special focus on the project management of the mobile application to be developed and the management of the consortium. Establishing a management structure, procedures and operational instructions, ensuring systematic monitoring of activities, establishing a reporting structure, providing technical and financial reports and delivering all necessary reports.

DP 2- Creates the identity of the project and provides key messages for communication about the project that are recognizable and convey the purpose and importance of the work. Ensuring that the results of the project are well known among the target groups during and after the duration of the project.

DP 3- Collecting all relevant information about existing and planned solutions for

• patient access,

• mobile applications and

• a multinational project that develops those in the European Union.

The information gathered will be analyzed to develop a structured overview of the patient access ecosystem and mobile application solutions. The result of the analysis will be used primarily to demonstrate patient needs during the business specification process.

DP 4- Make the mobile toolkit available as a product to be developed, with associated national and central infrastructure elements. A detailed architectural design that allows patients to access their patient summary in translated form, a functional specification of a mobile application toolkit.

DP 5- Manage testing, measurements and evaluations in the entire process from the developed infrastructure for patient access to the evaluation of production. At the end of the project, he prepares a final report in cooperation with all partners.

DP 6- Proposing a set of measures and guidelines on the best course of action for further cross-border political cooperation and integration of results into National policies. The cooperation of each Member State involved in the action to prepare a consensus and commitment. All tasks will include and expand on the willingness of stakeholders to cooperate based on existing EU practices on stakeholder engagement, which will provide guidance for existing bodies and build on cooperation with all relevant stakeholders.

Added Value:

The PATHED project deals with patients’ access to their health data. The project developed, tested and for the first time used a test version of a mobile application for patients.

Expected Results and Material:

As part of the project, a structured summary of patient data will be included in the national zVEM application on a pilot basis, which will enable translations into the national languages of all countries involved in the project (English, Hungarian, Czech, Portuguese). The documentation and pilot applications will serve as a guide for the development and upgrading of national contact points across the EU.
