The EUVAC – European Digital Vaccination Card project is a forward-looking EU initiative that our consortium is proud to lead. Our mission is to provide European citizens with a secure, interoperable, and user-friendly way to access and share their vaccination records across borders. As part of the MyHealth@EU infrastructure, we are building a service that enhances continuity of care, strengthens preventive healthcare and reinforces trust in digital health data. Together we are shaping a more connected, secure, and citizen-centric health ecosystem for all in Europe.

Project Description

Background:

The European Digital Vaccination Card (EUVAC) is designed within the MyHealth@EU services as a standalone document that enables individuals to track their vaccination history. European citizens will be able to collect and access reliable information, validated by qualified healthcare professionals, regarding their vaccination status or history. This feature strengthens proactive participation in obtaining essential vaccines.

EUVAC functions as a technical format for data exchange, or as a central platform that allows the transfer of vaccination records between different information systems, which is key to developing the functionality of interoperable vaccination cards in the Member States. It enables citizens to easily store and manage their vaccination data, which can then be presented to healthcare professionals during in-person visits.

The Digital Vaccination Card (dVC) ensures continuity of healthcare, as it is long-lasting and portable. This means that vaccination data can be shared — whether within local or remote, public or private systems — and seamlessly transferred from one physical or virtual location to another. A crucial aspect is that the entire process is initiated and controlled by the citizens themselves, giving them ownership of their health data and ensuring secure and efficient management of vaccination records. Therefore, it is essential to support the authorities of the Member States and third countries associated with the EU4Health programme in implementing these services at the national level.

Objectives:

EUVAC’s objectives reflect its mission to modernize immunization across Europe. By placing citizens at the center and supporting national health systems with interoperable solutions, the project paves the way for seamless, secure, and cross-border vaccination data management in alignment with EU digital health priorities.

  • Empower citizens with access and control over their vaccination data
  • Support Member States with interoperable vaccination services
  • Promote cross-border healthcare continuity
  • Enable alignment with the European Health Data Space (EHDS)

 

Phases of the project and their implementation:

The project is structured into 6 Work Packages (WP):

WP 1 – Project management and coordination (The primary objective of this coordination work package is to ensure the achievement of the general and specific objectives of the EUVAC project through consistent monitoring of activities, while respecting all key reporting and financial obligations by applying effective project management principles.)

WP 2 – Dissemination and communication, training and support (The primary objective of this work package is to transfer knowledge and project results to stakeholders in a way that informs, motivates, and engages relevant actors, and guides them on how to maximize the impact of the project results. In addition, it includes the communication of information and scientific knowledge together with project results, in order to provide stakeholders with appropriate support in their use. It also covers the organization of test events to verify and present the EUVAC specifications.)

WP 3 – Evaluation and sustainability

WP 4 – Analysis, planning and development of common components at the European level

WP 5 – Testing, implementation and deployment of services within the MyHealth@EU network (The development, testing, deployment, and operation of the cross-border EUVAC service must be carried out in accordance with the requirements and procedures of MyHealth@EU.)

WP 6 – Implementation and deployment of the proposed services in the national production environments of the MyHealth@EU network

Added Value: The EUVAC project delivers significant added value to the European health landscape by developing a European Digital Vaccination Card that enables secure, cross-border access and management of vaccination records for EU citizens. It enhances health data interoperability, supports continuity of care across borders, and empowers individuals to control and share their vaccination information. EUVAC is aligned with the MyHealth@EU infrastructure and the European Health Data Space (EHDS), reinforcing digital transformation and standardized health data exchange across the EU.

Expected Results and Material:

Expected results of the project include:

  • Development and piloting of the European Digital Vaccination Card as an interoperable digital service.
  • Improved access and control for citizens over their vaccination data.
  • Enhanced digital health services enabling secure health data exchange between EU member states via MyHealth@EU.
  • Research insights, tools, and strategies to strengthen public trust in vaccination through education and outreach.

Project Duration: 1st of December 2024 – 30th of November 2027.

Supporting Organisation: IDIKA SA – Electronic Governance of Social Security, Greece

Project partners: The consortium brings together 10 organisations from the following countries: Slovenia, Ireland, Spain, Cyprus, Portugal, Latvia, France, Italy, Hungary, Malta.
